BLAST Submission form formatting improvements

There was some funny stuff here, some of which kept in as we've added functionality and shifted to tailwind.

• e.g., the db heading is size 16, but the db items listed are size 18 although theyre subordinate
• there was also too much variation in font sizes

I played with "inspect element" to simplify the display
