There's no off the peg solution for this in xbim, but the fundamentals are there. You could create a naïve implementation fairly quickly just by combining the approach of ModelHelper.InsertCopy() and this pattern for for creating entities across schemas.

There will be a bunch of edge cases to handle (e.g. when entities have been removed, replaced or made abstract across schema versions, or new / removed attributes)
