ReBAR on WIN 11 cant be done straight up?

I have THREE GPU, RTX 4060TI, RTX 5060TI, and ARC B580.

You see, I've done similar process where everything is fine on WIN 10, yes, we are talking about 3 gpu, and it was working fine on WIN 10 installation, but never booted on WIN 11. What do you guys think of possible problem. Same mobo, diff gpu.

I passed the bios modding, and everything, except that it cannot boot(wont even post even) once I turned on rebar despite 4g has been enabled and everything.

Whats interesting is that if I install win 10 first, then upgrading to win 11 with enabled rebar, it works, which makes it seems funny to be honest. There must be something in win 10 UEFI installation, that win 11 doesnt has, making it impossible to run it BEFORE installing WIN 10.
