[Android] SwipeView using RefreshView and Expander (#11948) fixes #11349

* Added repro sample

* Updated the sample

* Force close the SwipeView tapping the content (having a gesture etc)

* [Controls] Remove Issue11349

 ... since Expander is going to move XTC
