Complete parser's NcML syntax implementation

### Description

The parser for  `open_ncml`  does not yet support the full NcML syntax. Here are elements that are not implemented: 
- [ ] `<cacheVariable>`
- [ ] `<logicalReduce>`
- [ ] `<logicalSection>`
- [ ] `<logicalSlice>`
- [ ] `<promoteGlobalAttribute>`
- [x] `<enumTypedef>`
- [ ] `<scanFmrc>`

Also no support for these attributes:
- dateFormatMark
- olderThan
- tiled
