GPLv3 comliance

For legal reasons, and since I'm the only one with a commit on the chain other than @xblax, I'm stating the sole commit before licensing is under the GPLv3 License mandated in e82ddae and has to comply by that and all other provisions of the license.

Not that it practically matters, but if anyone ever wants to fight over it at least it's clear.

(I've had to deal with the "hey we've found this library which we want to alter and then sell to customers ... no you can't; either publish it or find another. So please don't blame me for covering my ass.)
