Support for project-id in Steampunk Spotter check

Currently it is not possible to assign project-id to Steampunk Spotter check which is important to specify a project to which results should be added in Spotter. Spotter CLI already supports this, but iac-scan-runner's API does not reflect this. There should be a way to configure the Spotter project-id.
