Where do xmake download pkgs?

I got this error message which surprises me:

  => download https://sourceware.org/pub/bzip2/bzip2-1.0.8.tar.gz .. failed

we can also download these packages manually:
  - https://sourceware.org/pub/bzip2/bzip2-1.0.8.tar.gz
to the local search directories:
  - bzip2-1.0.8.tar.gz
and we can run `xmake g --pkg_searchdirs=/xxx` to set the search directories.

It seems curl does not have permission to write to a path, but which path is that? I have no idea why it has no permission to write.

This is on a brand new vm with ubuntu.
