Feature request: Offline Client Creation #579

Is your feature request related to a problem?
For messaging apps it's important to be able to create a client offline and cache the results.
Since the XMTP SDK is providing the caching layer it's import to be able to create a client "offline" (without internet/inconsistent internet)
On React Native sdk version 3.1.4 calling Client.build without internet will fail with this error: LibXMTP.GenericError.ApiError(message: "API error: connection failed: transport error")
Describe the solution to the problem
Expected to be able to build an already existing local client without getting an error, or having a separate method to build the client when offline
