dealii@9.7.1 build failure with trilinos@master [as @17.0.0]

I thought this build went through a couple of weeks back - but I couldn't get a working build by using the older snapshot of trilinos - so I'm not sure what triggered this failure.

  Could not find the trilinos library!

  The Trilinos installation (found at

This isn't surprising. deal.II still requires Epetra for Trilinos support.
