Add workflow for building and testing on musllinux and manylinux #1123

Request
As introduced in #1054 and #1041, we've added dev containers for musllinux and manylinux. However, we currently don't have any workflow to build and test inside these containers. They should be added to ensure the container is compatible with the up-to-date repo.
Possible implementation
Add sth similar to Ubuntu Jammy's build workflow.
