Fix scheduler logging level configuration in generic_start_scheduler

In components/clp-package-utils/clp_package_utils/scripts/start_clp.py, the generic_start_scheduler function incorrectly uses clp_config.query_scheduler.logging_level for both compression and query schedulers.

Expected Behavior

Each scheduler should use its own logging level configuration:
