Description

BZip2 is a required dependency for building and installing LibArchive 3.8.1 on certain platforms (e.g., musllinux).
This PR adds task-based installation of BZip2 and a CMake find script for locating the module.
By pinning the version to 1.0.8, we improve the security of our third-party dependencies and prepare for upcoming LibArchive changes in #1122.
