Initialize FS counters with correct cloudId and folderId without update.

Currently, we use a workaround that updates FsCounters after the session is created to provide the correct cloudId and folderId for request statistics. This should be reworked so the counters are initialized with the correct values from the start. Also, we should consider changing tree structure and having cloud and folder ID above fsID
