fix operations tab

• support pagination
• do not allow to use "Cancel Operation" if operation has "ready" prop equal to true.
• customize "Build Index" operations: add "state" and "progress" to the list of columns, remove columns "CreatedBy, CreateTime, EndTime, Duration", show "description" as a main tooltip for an operation (in json format for now). the corresponding protos are here: https://github.com/ydb-platform/ydb/blob/main/ydb/public/api/protos/ydb_table.proto#L159
• [-] in case of error, do not show details with the same text as the main error. #2434 - not operations' issue - main ResponseError view
• don't cancel modal dialogs in the event of refresh.
• fix flashing of the table on refresh
