Introduce SLO tests for YDB topics covering:

• Combined write and read operations;
• Transaction: topic read + table write;
• Transaction: table read + topic write;
• Custom auto-partitioning settings.

Requirements:

• Compatibility with slo-action;
• Integration into GitHub Actions for automated testing
