feature: Allow to disable discovery

Describe the Feature Request

For ydb with serverless proxy or for serverless functions no reason to use discovery. Use start endpoint as target of all requests will more efficient.

Describe Preferred Solution

Option in DriverConfig for disable discovery and always use start endpoint as target node for requests.
