on `objectionary/eoc` repo pre-merge build fails due not installed `phino` util

Linked to https://github.com/objectionary/eoc/pull/879 .
Got errors on [PR](https://github.com/objectionary/eoc/pull/879#issuecomment-4102294074) . Repository checks and tests are ok, but errors occured while trying to merge via `rultor`.
There are test that need `phino` utility, but it is not installed on `rultor`-runned env.
