I have followed the "Development" instructions, but the tests do not run.

Steps to Reproduce

• Install Ruby 3.2.5
• Clone repository and make it the working directory
• run bin/setup
• run rake test

Expected Results

I expect it to run the tests.

Actual Results

It doesn't find any tests to run:
