Investigate reducing playwright default wait time

The default wait time for elements to appear is 30 seconds. 
If we have multiple configurations targeting the same non-existent element, each config will take 30 seconds. This can significantly increase action run-time (and spend). 
Let's aim for better defaults, and maybe we can be smarter about this too.
