How to enable Firefox Labs in settings?

In a completely new firefox profile in settings, under "Sync", the option of "Firefox Labs" are present. But after applying user.js it is gone. How can i enable it?

Ive tried reading through the user prefs changed in the user.js, but i couldn't find anything related to experimental or labs that when changed, would make Firefox labs reappear(although i did not try to disable/enable EVERYTHING)

After some frustration trying to sort this out I noticed the labs page had been updated to include this statement:
"Note: To run experiments in Firefox Labs, Studies and telemetry must be enabled, which are the default settings. If you’ve opted out of Studies or telemetry, you won’t be able to use Firefox Labs to turn on experiments."

It automatically switches back off if you don't have those telemetry settings active. If anyone has a workaround that respects user choice I'd love to hear it.

Edit: After looking around some more it looks like labs is tied to nimbus which relies on some of the telemetry stuff so shutting off those telemetry settings shuts off nimbus which shuts off labs:

Second edit:
I suspect that the only way to work around this unless mozilla changes something would be to enable the primary telemetry settings but mess with the secondary settings like upload url etc so they are technically active but don't actually send out anything.

The most recent firefox update enabled labs for all users so this is no longer an issue:
