chore(migration): Migrate code from googleapis/python-grpc-google-iam-v1 into packages/grpc-google-iam-v1 (googleapis#13427)
See googleapis#11042. This PR should be merged with a merge-commit, not a squash-commit, in order to preserve the git history.
