NavigateTo popup loses focus on changing tab when "Keep dialog visible" flag is checked

Hi,

When "Keep dialog visible" flag is checked, after navigating to the desired tab pressing enter the plugin pop-up loses focus and it doesn't close when pressing Escape key, now you need to select NavigateTo popup "manually" clicking it when the mouse and press Esc to close in past releases focus used to persist and you can navigate to various tabs only with keyboard with the NavigateTo popup open and close with Esc when done

Could you kindly take a look to fix the behaviour so pop-up keeps focuses when navigating tabs, please?

So it is a bit tricky issue since navigating between tabs and popup are actually different window instances and when you navigate it suppose to loos focus. I will take a look on it.
