Why is ROI_BOX_HEAD module  not added?

I appreciate the good work.

I have gone through the code.  I like to understand why ROI_BOX_HEAD module is not added. what are all the changes to be done if we want to add ROI_BOX_HEAD module?

And why FCOS loss.py is modified completely? what is the reason behind it?
