Bower deprecated - Visual Studio

I would really like to run this application locally but cant create and run it successfully in visual studio 2017, Debug info states Bower is deprecated. Cant run nuget command - install npm, etc.
Are there any instructional steps that can be provided to get me started on this as a VS project?

I've never run it in VS2017. Only from the command line. Do the command line commands work?
