Add WUP report endpoint and service implementation

Introduces a new WUP report to the admin reporting module, including controller, service, and route updates. The WUP report can be generated for a given academic year and supports CSV and JSON formats. Also includes minor formatting improvements and code style consistency updates across reporting-related files.
