Downloads page needs to be version controlled

- Downloads page will have the same version control as the docs page cc: @stevebang can you provide the versioning you're using for docs.

- User can download the latest or stable or any older version 

- Page will default to the latest page 

- Inform the users via a label or something if they are downloading the latest version
