Good work, but I ran into a couple of issues, for your information:

1. Having incorrect strings (eg. names rather than uuids) in the cluster_allow_list_ids attribute causes terraform to error out on apply (validate and plan complete fine), but the web console shows successful deployment. Next plan wants to create again, and of course collides with existing cluster of same name.
2. plan cannot recover from a deleted allow list without terraform state rm. terraform plan -refresh-only and -replace don't seem to help.
