Add ability to exclude certain IRC/Discord Users

this would enable certain bots only viewable from that side.

irc bots (for example an irc bot that explains what a link is) that aren't really needed and can clog up the chat on discord side

or a discord bot with weird formatting that can clog up the chat on the irc side
