release v0.16.2

I'd like to issue a patch release, now that 2 important fixes (#707 and #766 ) are in.

thoughts? barring any objections, I will release v0.16.2 on next Monday, August 18

#766 is really critical. Currently there is (likely a lot of) zarr data being written in the wild which cannot be read with the most recent versions of zarr-python without #766. We've already seen this happen in the real world. So I would be in favour of releasing the bugfix ASAP (e.g. today).

Personally, I don't see any reason to wait until Monday. If we have critical fixes on main, I'd push us to release ASAP.
