build(deps): bump tar and node-fetch-cache

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [node-fetch-cache](https://github.com/mistval/node-fetch-cache). These dependencies need to be updated together.


Removes `tar`

Updates `node-fetch-cache` from 3.1.3 to 5.1.0
