rpc: add `z_inspect_pczt` method to allow inspection of privacy implications of executing a PCZT

This is intended as a replacement for the privacy policy system, so that a user can inspect a PCZT to determine its privacy implications and determine whether they want to finalize and submit the resulting transaction to the chain.
