Separate Zen URLBar Actions from Search Engine Suggestions

I really do not want Search Engine Suggestions (for privacy reasons). I, however, do very much want to move to Zen URLBar Actions (currently on Twilight) instead of relying on Zen Command Palette (enough to enable suggestions, as a matter of fact 😅).
Could we please separate out these two orthogonal features, so that I needn't opt into Suggestions to get Actions?
