Option to hide top toolbar in regular mode

Basically exactly what "Hide the top toolbar as well in compact mode" does, but in non-compact mode. The "Only top bar in compact" seems to do this somewhat, but the window buttons (minimize, maximize, close) go off the screen and can't be clicked when not in compact mode when using it, so it'd be nice if it was an official feature that worked properly. The theme also suffers from the same hover detection issues (#559) when the window is not maximized as "Hide the top toolbar as well in compact mode" does.
