Feature Request: Customizable URL bar ranking + switch-to-tab matching (including unloaded tabs)

Problem

I rely heavily on URL bar switching between existing tabs.
Current behavior has a few limitations:

1. Visual reordering via CSS mods does not change default selection / keyboard navigation order.
2. Switch-to-tab matching can feel inaccurate in some cases.
3. Unloaded/discarded tabs are not reliably surfaced for switch-to-tab workflows.

Requested feature

Please add first-class customization for URL bar result ranking and matching.

1) Customizable ranking by result type

Allow users to assign priority weights/order to result types (example: heuristic, switchtab, remotetab, bookmark, history/url, search, top_site, tab_to_search, etc).

2) Ranking should control interaction order too

The same ranking should drive:

• visual list order
• default selected row
• up/down keyboard navigation order

3) Configurable switch-to-tab matching rules

Add user-selectable matching strategies, for example:

• exact URL
• ignore query string
• ignore fragment
• host + path
• title/token-based matching
• optional fuzzy matching threshold

4) Unloaded/discarded tab support

Ensure unloaded/discarded tabs can still participate in switch-to-tab suggestions consistently.

Why this matters

For keyboard-first workflows, predictable ranking + matching dramatically improves speed and prevents opening duplicate tabs.
