Closing the very last tab should open a new tab (instead of proceeding to open an unopened pinned tab)

Basically as the title suggests.

Right now, when we close the last normal tab on a workspace, it goes to open a pinned tab. That's quite bold of the browser to assume that I wanted to open a pinned tab when I closed my last normal tab 😅 in 99% of cases I just want to have a new tab ready for me.

Oh, and same as when switching to an empty workspace. Have a new tab ready for browsing if not a single normal tab is open.
