[Zen Twilight] Are workspaces supposed to be in the URL toolbar instead of the browser tab bar?

At least on the nightly version of Zen, the workspaces used to be in the tab sidebar centered at the bottom. However, now, for some reason they are on the right side of the toolbar like this:

Is this how it is meant to be, or is it a bug? I would be disappointed if this is where the creator intends the workspaces to be. I couldn't find any settings about it nor could I find a mod I could turn off or on to toggle this behavior. Using the 'Uniform Workspaces Button' makes it worse for some reason, and overlays the workspace on top of the rest of the toolbar preventing me from clicking the URL bar, reloading, etc. This makes me think it was a bug, but since I am not sure, I am posting here.
