Is workspace toolbar button no longer intended to be customizable?

1.7.2b made the workspace toolbar button (separate from the other mandatory button) stuck at the bottom. The option to remove it is hide it is the context menu.

Disclaimer: I already know that workspaces are a core feature and there are no intentions to remove the button etc etc etc, I'm specifically talking about customizing the location of this button, since I prefer having it on top.
