Display the topbar in single toolbar mode and add option auto hide it when enabling compact mode

Currently, if single toolbar is selected the topbar is permanently hidden, it would be nice an option to make it appear so it hides when using compact mode (if the user has "hide toolbar" or "hide both" enabled) so the current behavior stills remain but also gives more personalization to the user.

Yes, I totally agree, the transition time for displaying the windows buttons bothers me and it could allow us to display the extension icons that don't work with the singles toolbar.
