Feature Request: Default Shortcuts depending on Keyboard Layout

It would be great if the default shortcuts would depend on the keyboard layout detected on the system. Currently, for example, the default shortcut to switch to the next workspace is Alt+Ctrl+E. On a german keyboard this key combination will result in €, however. This means the user needs to re-type the key combination in order for the shortcut to work.

This can be avoided by changing the default keybind to the character, the key combination results in, when encountering an affected layout at install time and when resetting all shortcuts to the defaults. Another keyboard layout, that collides with the current defaults, is the polish one, as mentioned in #6266
