"Split" button in URL bar shifts position because of certificate "lock"

I think the position of the lock button (for certificate info) should go to the left of the page split button. When you hover over the URL bar trying to click the split button, it feels like it is jumping away from you. Since lock button is likely used a lot less, I think this change makes sense...
