Picture in picture should show above other applications in full screen in macOS.

It would be extremely nice if picture in picture would show above other full screen apps on macOS (like it apparently does on Arc) because it would allow for easier multitasking, as you could watch a video in picture and picture while having an app in full screen (so you don't have the top bar). I do also feel like since some people might not like this this should be configurable in about:config if it is added.
