Under the single toolbar or multiple toolbars layout settings, allow for a floating new tab button that shows up at the designated location on the tabs/workspaces tool bar (floating at the top or floating at the bottom of the currently in view list of tabs, right above the list of workspaces or right below the name of the current workspace)

Right now, if I want to open a new tab, unless I've added a new tab button to the top toolbar, I have to scroll either to the top or bottom of the tabs list on the side tabs/workspaces tool bar to find the open a new tab button. It would be nice to have it floating or something that can appear upon moving the cursor to a designated location like these toolbars/panels do in the compact view.

So basically it would appear either right above workspaces list/settings-preferences/downloads panel at the bottom or right below the name of the current workspace.

It looks like one can do this using the customize toolbar function and dragging and dropping the new tab to slightly above panel in the side toolbar that has the settings, the workspaces, and downloads button, since this side panel is treated as a tool bar.
