Prefer toolbar on hover in compact mode

Right now if you select "Compact Mode > Hide Both" with the multiple toolbars layout, and then you move your cursor to the top left of the window, Zen will prefer to show the sidebar instead of the toolbar.

My request is that Zen should prefer the toolbar on hover instead of the sidebar.

I've collated a few reasons for this suggestion:

1. It's standard/habit to throw your cursor to the top-left of the screen to click the back button
2. There are 3 buttons on the toolbar versus one button on the sidebar
3. The 3 buttons on the toolbar are far more frequently used than the collapse sidebar button
4. There's more distance for the cursor to travel to restore the toolbar while the sidebar is open as opposed to if it was the other way around (so it's like the lesser of two evils if the toolbar was preferred)
5. The toolbar's buttons are more towards the top than the sidebar's close button. In fact the sidebar's button is pretty far from the top in comparison. I was able to make the sidebar and toolbar glitch open at the same time and you can see the sidebar's button's bottom is below the sidebar:
   
   All this to say, if your cursor is in the top-left, you probably want to click on the toolbar's buttons not close the sidebar.
