Highlight all clickable options

Right now some options are being highlighted (slight change in color/opacity) when hovering over them like the options in the context menu, some options in the settings page but a lot of them aren't. For example:

• zoom in/out, fullscreen options in the 3 dots menu
• buttons in settings
  ... and probably more I haven't noticed.

This behaviour is inconsistent right now and unusual as there should be an indicator that I can perform an action and that this isn't just a static piece of text.

Other browsers (even Firefox) and not just browsers, even operating systems etc. don't have these kinds of issues.
