Create a toggle to decode URLs on shortcut copy

In Firefox, there is already a setting, browser.urlbar.decodeURLsOnCopy, which allows copying UTF-8 without encoding from the URL bar.

I would be very grateful if you could apply the same feature to the Copy Current URL shortcut—maybe something like zen.keyboard.shortcuts.decodeURLsOnCopy.

Why is this needed:

• URL with encoding: https://ru.wikipedia.org/wiki/Go_(%D0%B7%D0%BD%D0%B0%D1%87%D0%B5%D0%BD%D0%B8%D1%8F)
• URL without encoding: https://ru.wikipedia.org/wiki/Go_(значения)

A URL without encoding is definitely shorter and more human-readable than encoded URLs.
