When you are on a tab that's in a folder, you can 'close' the folder with no effect besides the folder icon being closed, retaining the dropdown.
Clicking on another tab, the folder icon looks closed but the dropdown of tabs remains, so you need to re-open it, which changes nothing, then click it again to close it.
I think this interaction feels a bit awkward, and it'd be better to not have the logo look closed at all, should the user be in a tab within the folder, or if the folder is closed even if the user is in it, it'll just hide the dropdown, whilst highlighting the folder itself much like being on a normal tab.
Suppose you have one folder with 1 tab in it.
Go into the folder's 1 tab, the icon should look open as you had to open it to access the tab.
Click the folder that houses the tab you're in. The logo should set itself to 'closed'
Click on a tab outside of the folder.
Now, try to close the folder and its contents. You'll have to click it twice, with the first click doing nothing.
