Compact Mode Tab Bar Hover Issues

Currently, it seems the browser expects the user to hover over the window's edge in compact mode to reveal its UI. However, this has several issues:

• On Windows when maximized, it doesn't reveal the UI until after the mouse reaches the second monitor on multi-monitor setups.
• The UI can find itself in a state where it can't decide if it should show the UI or not:

• As of May 30th, SteamVR cannot reveal the UI as reported in SteamVR's Desktop Overlay Cannot Reveal Compact Mode Tabs #8702

I personally think the UI should reveal itself once you hover over the internal border that surrounds the site.
