Compact mode X Bookmarks on Zen startup / Closing all pages

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

When opening zen browser i cant see all my bookmarks because the tabs thing is fixed on startup, but the bookmarks is not! It stays on compact mode... It also happens when i close all pages.

Expected behavior

When i open the zen browser or close all pages, the pages tabs are fixed (even if compact mode is on) and the booksmark was supposed to be fixed too.

Actual behavior

The tabs are fixed on startup or when there are no pages opened, but bookmarks stays on compact mode

Steps to reproduce

Close all the pages, the bookmarks will stay on compact mode but the tabs thing will be fixed.

found this comment on #9834: "It doesn’t look like this will be fixed… if you browse through the past issues, you’ll see quite a few on the same problem often closed as duplicates, then raised again and closed the same way. I just feel that if so many people are affected by it, it’s a bit hard to see it as normal behaviour."

I dont think its a normal thing to happen, because on startup i just want to open directly a page that is located on my bookmarks, but i cant because the pages tab is on top of it... bookmarks could just be fixed on startup like the pages are too!
