Sync Breaks / "New Tab" issues #13038

- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
Attempt to capture the break. Not shown is another window where all those tabs are actual websites matching their site icons. There is also videos under another issue.
Once things are this broken, nothing but a full browser restart will restore sync. I cannot close all but one window and then start again. Sometimes a tab can be recovered by me unburying the second zen window I have open or moving to the same tab. It feels like tabs are unloading in the background and zen sometimes breaks when I try to wake it up.
Expected behavior
Sync works without issue
Actual behavior
At some point, a backside unload or something causes windows to become desynced
Steps to reproduce
I have not been able to reliably find a way to recreate this, though it happens to me and a few other people on a daily basis
